The liquidation of the International Memorial and the Memorial Human Rights Center cannot take place until their complaint against the law on "foreign agents" is considered - ECHR

The European Court of Human Rights has applied Rule 39 of its Rules of Procedure, which suspends the decision of the Russian Supreme Court and the Moscow City Court to liquidate the International Memorial and the Memorial Human Rights Center, respectively, pending their complaint against Russia's foreign agents law.

This is stated in the decision of the third section of the ECHR of December 29. "International Memorial" and "Memorial Human Rights Center" were among the eleven applicants who in 2013 appealed the law passed in 2012 by the State Duma of Russia on non-profit organizations - foreign agents.

It obliges organizations engaged in political activities and having revenues from outside Russia to register with the Ministry of Justice and label their products with a mark set by the Ministry. Subsequently, the list of foreign agents was expanded. In 2017, a law was passed according to which media can be recognized as foreign agents. And in 2019, amendments were made to the legislation, according to which a foreign media agent can be recognized as an individual who participates in the creation of the content of such media.

Russia's prosecutor's office has accused the International Memorial and the Memorial Human Rights Center, which have been recognized as foreign agents, of ignoring the mandatory labeling of their information. On this basis, a decision was made to eliminate them.
