The Russian Federation prioritizes strikes on civilian targets in Ukraine, thus trying to weaken the morale of Ukrainians.

This was reported by the Ministry of Defense of Great Britain on Twitter, referring to intelligence data.

"Since October 10, Russia has carried out a series of attacks on the electricity infrastructure of Ukraine. Today, these attacks are coming in waves. The last intensive attacks were carried out on October 31, when hydroelectric power plants were the first targets," the British Ministry of Defense reported.

The department noted that the Russian strikes led to significant damage to the power grid and power plants. Planned and emergency power outages have become commonplace in some regions of Ukraine, especially in Kyiv.

"Recovery varies, and the effects of the strikes are unlikely to be felt evenly. Deterioration of networks due to Russian strikes will almost certainly have consequences for interconnected water supply and heating systems, which will be felt most by the civilian population in winter, as demand will increase," the department said.

It was also emphasized that Russian strikes on energy infrastructure have a disproportionate impact on the civilian population in Ukraine, indiscriminately affecting such important functions as health care and heating.

"Continuous prioritization of critical national infrastructure over military objectives is a strong indication of Russia's intention to attack the morale of the civilian population," the British Ministry of Defense summarized.
