The Parliament of Ukraine, Verkhovna Rada, registered a bill on restricting the production and circulation of single-use plastic products in the country.
The relevant bill no 6077 was published on the official website of the Verkhovna Rada.
The document prohibits the production, importation into the customs territory of Ukraine, introduction into circulation and distribution on the territory of Ukraine of the following disposable plastic products:
Hygienic cotton swabs (except for those used in health care facilities during the provision of medical care and/or rehabilitation care); containers made of expanded polystyrene, with or without lids, intended for prepared foods consumed on the spot or taken away, with the exception of containers for beverages, plates and packaging containing non-ready-to-eat foods; containers for drinks, lids and caps to them, made of expanded polystyrene; beverage mixers; sticks attached to balloons, including a base for attaching such sticks, with the exception of balloons for industrial or professional use and their accessories, which are not distributed to consumers; beverage straws, other than those used in health care facilities during the provision of medical care and/or rehabilitation care.
Containers made of plastic, in the form of blister packs or trays, with or without lids, intended for prepared foods which are consumed on the spot or taken away; containers for drinks, lids and caps to them, made of non-foamed polystyrene; cutlery (forks, knives, spoons, sticks); plates.
It is also prohibited to manufacture, import into the customs territory of Ukraine, put into circulation and distribute in Ukraine OXO-degradable disposable plastic products (the ban does not apply to biodegradable disposable plastic products).
"For violation of these requirements a person faces a fine in the amount of $636 to $1908, and for repeating the same violation within one year - in the amount of $3181 to $6363," the document reads.
The following disposable plastic products are permitted for production, import into the customs territory of Ukraine, introduction into circulation and distribution and are subject to mandatory labeling: wet wipes, including for personal hygiene and household; personal hygiene products; diapers; tobacco products with filters; filters for tobacco products sold for use in combination with tobacco products; containers for drinks.
"Failure to comply with the requirements will be punished by a fine of $318 to $636, and for repeated violation within three years - from $636 to $1273," according to the document.
Labels applied to disposable plastic products should contain information on the presence of plastic in the product and its negative impact on the environment, environmentally friendly methods of disposable waste plastic products and methods of treatment that should be avoided.
"Violation of this requirement will be punished from $159 to $636, and for repeated violation within three years - from UAH $636 to $1273," it says.
