Zelensky enacts economic sanctions against Russia's richest woman, Wildberries company

President of Ukraine Volodymyr Zelensky has approved the sanctions of the National Security and Defense Council of Ukraine (NSDC) against certain individuals and legal entities, including the wealthiest woman in Russia and the Wildberries online retailer company.

"To put into effect the decision of the National Security and Defense Council of Ukraine of July 16, 2021 ‘On the application of personal special economic and other restrictive measures (sanctions),” reads the decree published on the presidential website.

Particularly, economic sanctions were introduced against Wildberries in Russia, Ukraine, Kazakhstan, Kyrgyzstan, Poland, Belarus and Armenia. 

Besides, the sanctions were imposed against the leadership of the company, including Tatiana Bakalchuk – Director-General of Wildberries and the richest woman in Russia on the results of the first quarter of 2021. Bakalchuk will not be able to use the assets in Ukraine and withdraw them from Ukraine.

Other individuals who are subjected to restrictions for three years: citizen of the Russian Federation and co-founder of Wildberries Vladislav Bakalchuk; citizen of the Russian Federation, Wildberries IT director Andrey Revyashko; citizen of the Russian Federation and head of Wildberry's “Books” direction Aleksey Kuzmenko, citizen of France, founder of NGO "Official Representation Center of the Donetsk People's Republic in France" Fayard Gerald-Hubert; citizen of France that lives in Donetsk and is an employee of the so-called "Doni International Press Center" Neant Christel.

Wildberries deals with online sales. The next sanctions were introduced against the online shop:

  • freezing of assets;
  • stop of transit of resources, flights, and carriage in the territory of Ukraine;
  • prevention of withdrawal of capitals outside Ukraine;
  • stop of execution of economic and financial commitments;
  • stop of provision of telecommunication services;
  • ban for pass of technologies, rights for objects of intellectual property;
  • ban for the establishment of business contacts;
  • blocking of wildberries.ru.

According to the document, NSDC Secretary Oleksiy Danilov has been tasked with exercising control over the implementation of the NSDC decision enacted by the decree.

On July 16, the National Security and Defense Council sanctions were imposed against 15 individuals and 53 legal entities. The Cabinet of Ministers and the Security Service of Ukraine proposed to add them to the sanctions list.
